When fixed rates are low, it is a good time for all people who have adjustable rates to refinance into a lower rate, IF they expect to stay in the house for the long-term. Also anyone who will significantly lower their payment and is in need of the cash-flow benefit. Finally, people who need sums of cash for remodeling, college tuition or other big ticket items often find that a refinance on their home is an inexpensive, tax-deductible way to pay for those things.

That there are rules and guidelines that have to be followed, but even if you don't qualify for a loan today, it's helpful to find out from a qualified lender what steps you can take today to help yourself qualify for a home loan in the near future.
